A bright light shines directly onto the rear door
If the back compartment is open or the light is off, skip that vehicle and continue searching deeper into the tunnel.
When you find a sealed patrol car:
Approach the closed rear door.
Interact with it to use your Patrol Car Key.

After You Loot the Transport – How to Extract Safely

If you spot another raider nearby, let them pass unless you're confident. Fighting risks your quest loot.
